The Headwaters project delivers much-needed affordable rental housing in Tofino. A partnership between Catalyst Community Developments Society, BC Housing, and the Tofino Housing Corporation, Headwaters consists of two apartment buildings—Headwaters North and Headwaters South—located just outside of downtown Tofino. The North Building includes 35 units and the South Building includes 37, for a total of 72 homes.

These homes are designed for a mix of families, seniors, individuals with disabilities, and singles. A variety of layouts are available, including studio, 1-bedroom, 2-bedroom, and 3-bedroom apartments.

Three types of rental rates are offered at Headwaters:

  • Market Rent – For households with income within a specific range.
  • Rent Geared to Income (RGI) – Rent is set at 30% of gross household income, with eligibility based on income thresholds.
  • Deep Subsidy – Deeply affordable rates for households with very low income.

Important for RGI and Deep Subsidy Applicants: To be considered for an RGI or Deep Subsidy unit, applicants must be registered with the BC Housing Registry prior to submitting an application. Applicants interested in Market Rent units do not need to be on the Registry.

All applicants must meet eligibility requirements including income thresholds, occupancy standards, and credit/reference checks. Tenants at all income levels are also required to file annual income tax returns and provide updated Notices of Assessment each year.

The buildings and surrounding amenities have been constructed to meet universal design standards, ensuring accessibility for people of all ages and mobility levels. A newly built access road includes a separated, multi-modal path for safe walking, biking, strollers, wheelchairs, and mobility devices.
