Creekside is a 14-home affordable rental development located in the heart of Tofino on the west coast of Vancouver Island. Developed by Catalyst Community Developments Society in partnership with Tofino Housing Corporation, Creekside provides secure, long-term rental housing for individuals and families who live and work in the local community.

Creekside includes a mix of one-, two-, and three-bedroom homes. Half of the homes are rented at Housing Income Limits (HILs) rates established by BC Housing, while the remaining homes are designated as Lower-End of Market (LEM) rentals intended to be affordable for moderate-income households. This project is not rent-geared-to-income, but instead provides below-market housing options to help address the shortage of secure, affordable rental homes in the region.

FOR HILs APPLICANTS: To be eligible to rent the HILs homes, total household income must meet the Eligible Tenant Household Income requirements listed below, which are based on the most recently published Housing Income Limits (HILs) from BC Housing (planning area: Nanaimo). It is important to understand that your ongoing housing eligibility at Creekside will be contingent upon your household income staying under the maximum income threshold each year (this amount usually increases each year). One-Bedroom Monthly Rent: $1,100.00 At least $30,000/year to a maximum of $44,000/year
Two-Bedroom Monthly Rent: $1,400.00 At least $38,000/year to a maximum of $56,000/year
Three-Bedroom Monthly Rent: $1,587.50 At least $43,000/year to a maximum of $63,500/year

 

FOR LEM APPLICANTS: To be eligible to rent the LEM homes, your household income at the time of application submission should be within the limits listed below.

CURRENT LEM RATES INCOME QUALIFICATIONS
One-Bedroom Monthly Rent: $1,195.00 For one-bedroom LEM units, applicants must have a gross income lower than the median income for families without children in BC, as determined annually by BC Housing (for 2025, this figure is $85,870).

Two-Bedroom Monthly Rent: $1,685.00 For 2- and 3-bedroom LEM units, applicants must have a gross income lower than the median income for families without children in BC, as determined annually by BC Housing (for 2025, this figure is $138,770).

Three-Bedroom Monthly Rent: $1,850.00

 

Additionally, a “Qualified Person” for tenancy means an individual who:

  1. Have lived in the Alberni Clayoquot Regional District for at least 24 months out of the past 36 months;
  2. Has worked full-time for over 1 year for a business or institution located in the District of Tofino (or is a Senior or receives disability assistance under the Employment and Assistance for Persons with Disabilities Act). The business or institution must have a valid business license from the District (if required), or could be: 

    Island Health
    Parks Canada (Pacific Rim National Park)
    BC Parks (in the Tofino area) 

  3. Does not own any real estate anywhere in the world (neither the individual nor their spouse/common-law partner), either directly or indirectly (including through a trust or business asset).

Pet Policy: Dogs and cats (only) are welcome at Creekside, with a maximum of two pets per unit (including one medium-breed dog or smaller, or two cats). A pet deposit is required.

Creekside is professionally managed by Ardent Properties, with oversight and policy direction provided by Catalyst. As with all Catalyst communities, our goal is to create a stable, respectful, and connected living environment for tenants.
